<p><P>PROBLEM TO BE SOLVED: To provide a piping lining apparatus and a piping lining method which realize coating work for a horizontal branched main pipe from a vertical main pipe at an inner side of a chamber through comparatively simple and easy operation in a short period of time, thereby realize improved coating efficiency, and realize increased work efficiency as a result. <P>SOLUTION: In order to excise a coating film part which is formed at a border part between the vertical main pipe 3 and the horizontal branched main pipe 4 by coating the inside of the vertical main pipe 3, a cutter is inserted in the vertical main pipe 3 by remote control to be brought into contact with the coating film part. After excising the coating film part, a working implement 17 is inserted into the vertical main pipe 3 by remote control to form a coating material layer on an inner wall part 4a of the horizontal branched main pipe 4 from a border part. At this time, an annular cloth member 21 impregnated with the coating material is pressed and stuck to the inner wall part 4a while being reversed by operation of the working implement 17. Since the coating film part is excised with the cutter by remote control, there is no hindrance to coating in the horizontal branched main pipe 4 through the vertical main pipe 3 at the inner side of the chamber.
