PROBLEM TO BE SOLVED: To provide a monitoring system that is easy to install and move and that can report the occurrence of any abnormality early and autonomously change the resolution and picture quality of monitor images in the event of an abnormality. SOLUTION: A plurality of monitor devices for detecting the occurrence of any abnormality in the monitoring target each include a GPS unit for obtaining the device's position information; a satellite communication unit for making radio communication with a communication satellite via a wireless line; and a monitor unit that sends the position information to the other monitor devices, stores position information received from the other monitor devices, and compares the monitor images of the monitoring target obtained in time series, so that if the monitoring target is in normal condition, it sends still images periodically to a monitoring center, whereas if any abnormality is detected, it sends alarm signals to the monitoring center and the other monitor devices while also sending moving images to the monitoring center.
