PROBLEM TO BE SOLVED: To provide a conductive roller which has uniform electrical characteristics and sufficient chargeability, applies only a DC voltage, uniformly charges a photoreceptor without being provided with a pre-exposure means, is free from image failure such as a ghost image, eliminates the occurrence of charging defects caused by a leak or soil on a roller surface over a long period of use, and is suitable as a charging roller. SOLUTION: The conductive roller is characterized in that: an elastic roller has a core metal and at least one elastic layer formed around the periphery of the core metal; the elastic layer comprises a macromolecular composition containing epihalohydrin-ethylene oxide-acrylglycidyl ether terpolymer rubber, whose ethyleneoxide content is 60 to 90 mol%; and the macromolecular composition has a fracture energy of 10(N m) or less.
