PROBLEM TO BE SOLVED: To provide an excellent magnesium oxide film whose electric discharge responsiveness hardly changes in a wide temperature range, and to provide a plasma display panel which is obtained by using the same and exhibits reduced flickering on itself and improved luminance and contrast. SOLUTION: The magnesium oxide film has an oxygen deficient amount of 5.0×10<SP>15</SP>to 2.0×10<SP>17</SP>pieces/cm<SP>3</SP>, which is calculated from the total number of F-center and F<SP>+</SP>-center, and an oxygen deficient amount of 5.0×10<SP>15</SP>to 1.0×10<SP>17</SP>pieces/cm<SP>3</SP>, which is calculated from the total number of Fs-center and Fs<SP>+</SP>-center existing in the surface of the magnesium oxide film.
