PROBLEM TO BE SOLVED: To provide a method of manufacturing a composition capable of maintaining the effect of phosphorous acid or a phosphite. SOLUTION: In the manufacturing method, the effect of the phosphorous acid or the phosphite is maintained by adding one or both of phosphorous acid and the phosphite into a chitosan aqueous solution and next, adding fertilizer components. In the foliar application of the solution diluted to have a fixed concentration, the solution is stuck on stems and leaves and hardly falls down and dried on the stems and the leaves to form a coating film containing the fertilizer components to allow the fertilizer components to be stuck for a long time. Similarly the solution is stuck on soil particle tightly to hardly run off. The phosphorous acid (phosphite) is stabilized without being oxidized for a long period because air is blocked by the coating film. Then the occurrence of disease due to pathogenic bacteria is prevented. Further, the absorption of phosphorus is improved to reduce the quantity of a pesticide and the quantity of a phosphate fertilizer to be used. COPYRIGHT: (C)2006,JPO&NCIPI
