PROBLEM TO BE SOLVED: To enable efficient education of workers to be dispatched.

SOLUTION: This system comprises a worker information acquisition part 106 providing a worker information frame to a dispatching company terminal 20, accepting registration of worker information, and storing it in a worker information database 115; an insufficient skill specification part 107 extracting information of a set target skill and information of provided skills from the worker information database 115 to specify an insufficient skill; an education content specification part 108 specifying an education content in collation with an education database 116; an acquired skill report part 109 reporting information of an acquired skill obtained according to the education content to the dispatching company terminal 200 and adding it to worker information in the worker information database 115; an education cost billing part 110 receiving a dispatching result of a dispatched worker from a terminal 300 of a user company, and reporting information for the dispatching result and cost information of the education to the dispatching company terminal 200; and an education cost settlement processing part 11 receiving settlement information from the dispatching company terminal 200 and outputting it.
