PROBLEM TO BE SOLVED: To further smoothly perform facsimile communication utilizing the Internet network and public network, and to shorten the communication time of facsimile data. SOLUTION: When packet loss occurs (YES in S4) in the communication state of facsimile communication in the Internet network, or delay time exceeds a prescribed value (NO in S6), the facsimile communication in the Internet network is changed to that in the public network (S9), thus performing facsimile communication in the public network, regardless of whether a communication error is actually occuring in the facsimile communication in the Internet network.
