PROBLEM TO BE SOLVED: To enhance the reliability of traffic information generated in a probe car system for generating the traffic information from information collected by the probe car. SOLUTION: A road specification part 44 and a route decision part 45 generate traveling path data where each of probe cars has passed by using probe data collected from probe data collection devices 21A, 21B,... 21N. A traffic information decision segment determining part 48 determines variably a segment length, depending on a traveling speed of the car in a relevant segment computed by a minute segment trip time computing part 46 in a predetermined route for finding the traffic information, or the passing count in the relevant segment computed by a minute segment passing count decision part 47. A traffic information generation part 49 generates the degree of traffic congestion in the traffic information decision segment or the traffic information of trip time or the like.
