PROBLEM TO BE SOLVED: To provide a switch management device for allowing a user to freely change the arrangement position of a switch, and to provide a switching panel. SOLUTION: The switches are not directly connected to apparatuses or circuits to be opened/closed by the switches but connected via the switch management device as a human machine interface. After the arrangement position of the switch is changed, the display of a role and an operation state in the switches is freely changed, in response to the change of the arrangement positions of the switches.
