PROBLEM TO BE SOLVED: To provide a system for dividing an image to a plurality of areas, which performs an area division robust to difference in resolution, change of object, occlusion, sudden environmental change or the like of the image by extracting a proper characteristic quantity by a further objective criterion. SOLUTION: Small areas (windows) are set in the whole image, and a group of partial images obtained by cutting out small areas of the image from each window is formed. An order relation corresponding to the non-similarity among all the cut partial images is defined among them, and each partial image is mapped to a point in an optional distance space based on only the order relation. Clustering is performed for the group of the thus-mapped points in the distance space, and partial images obtained by reversely mapping the points belonging to each cluster are regarded to belong to the same area, and reintegrated.
