PROBLEM TO BE SOLVED: To solve problems in which the state of short stripes formed in the rotating direction of a developer carrier changes in accordance with the state of the surface roughness of an intermediate coating member, and stripe-like density unevenness occurs on an image, specially on a highlight part due to the occurrence of stripes and fluctuation in the occurrence state, and then, the image quality is drastically deteriorated. SOLUTION: The liquid developer 10 coater 14 is provided with: a coating roller 21 rotating in a direction shown by an arrow while carrying the liquid developer 10 in a developer storage tank 11; and the intermediate roller 22 coming in contact with the coating roller 21 and a developing roller 12, and rotating in a direction opposite to the rotating direction of the coating roller 21 and in the same direction shown by the arrow as the rotating direction of the developing roller 12a, so that the liquid developer 10 is transferred from the coating roller 21 to the intermediate roller 22 and the liquid developer 10 is retransferred and applied onto the developing roller 12, and fine ruggedness 22A is formed in the peripheral direction on the surface of the intermediate roller 22.
