PROBLEM TO BE SOLVED: To provide a production method of particulates capable of efficiently performing the microparticulation processing of a material into a desired size, and a production device. SOLUTION: The production device 1A is constituted of a processing chamber 3 housing liquid 2 to be processed composed of a solvent 4 and the raw material particles 5 of the material, a laser beam irradiation device 10 provided with a plurality of laser beam sources 11-14 for supplying the laser beams of wavelengths different from each other, and a controller 20 provided with a laser beam control part 25 for controlling irradiation with the laser beams from the irradiation device 10 to the liquid 2 to be processed. Then, by laser beam irradiation in two stages of coarsely crushing the material by irradiating the liquid 2 to be processed with the laser beams of the wavelengthλYand then performing main crushing by irradiating it with the laser beams of the wavelengthλXshorter thanλY, the particulates of the material in the desired size are generated.
