PROBLEM TO BE SOLVED: To provide a cheap radio communication system which has a security function between radio sections, provides a QoS based on a data of an entire layer, has an extremely short time of a communication breakage even when a radio terminal moves, and does not need to store an encryption key of all the radio terminals connected to a network by each radio base station. SOLUTION: A radio sending and receiving apparatus 103a delivers a receiving encryption key RRa for decoding a radio signal received from a radio terminal apparatus 101 in a mutual radio area by a mutual encryption key delivering portion 107 between the radio sending and receiving apparatuses 103b and 103c of the adjacent radio area. Even when the radio terminal apparatus 101 moves to the adjacent radio area, the radio sending and receiving apparatuses 103b and 103c of the radio area start to decode the radio signal which the radio terminal apparatus 101 transmits using the received receiving encryption key RRa.
