PROBLEM TO BE SOLVED: To solve following problems: a password for identification usually tends to be set at a value such as a birthday which is easily guessed, which leads to insufficient security; and a conventional identification method requires a dedicated external key. SOLUTION: A CPU 11 stores object items of a selected security function in a security object item storage part 7. Then, the CPU 11 reads an identification code creation random number stored in an identification code creation random number storage part 8 to create an identification code, stores it in an identification code storage area 9, and stores it in an identification code storage area 6 of an external memory 5. When using the security items, the CPU 11 compares the identification codes read from the identification code storage area 6 and the identification code storage area 9 respectively with each other and, only when the comparison result coincides with each other, starts to operate the security target function.
