PROBLEM TO BE SOLVED: To reduce the line load and line cost of a network while preventing the reduction in transfer efficiency of messages. SOLUTION: The destinations and priority orders attached to messages are determined, and the messages are sorted by destination and by priority order, and registered in a queue. The number of messages stayed in the queue are sorted by destinations and by priority order and counted, and when the count number exceeds a predetermined number, messages having the same destination and equal or more priority orders are collectively transferred. When the resident time of a message registered first in the queue passes a predetermined maximum resident time, messages with the same destination are collectively transferred.
