PROBLEM TO BE SOLVED: To provide a dimmer and a manufacturing method therefor such that an increase in width of a substrate is suppressed even when a plurality of dimming element are arranged one over another and a substrate with which the dimming elements are sandwiched is prevented from cracking and improved in strength, and an imaging apparatus. SOLUTION: The dimmer, equipped with dimming elements 10 each constituted by sandwiching a dimming layer 15 between a 1st electrode 13 provided on a surface of a 1st substrate 11 and a 2nd electrode 14 provided on a surface of a 2nd substrate 12 disposed opposite the 1st substrate 11, is characterized in that the 2nd substrate 12 has hole parts 21a and 21b and includes a 1st columnar electrode 22a connected to the 1st electrode 13 while penetrating the hole part 21a and a 2nd columnar electrode 22b connected to the 2nd electrode 14 while penetrating the hole part 21b.
