PROBLEM TO BE SOLVED: To provide an internal facing sound absorbing panel for improving design and sound absorbing performance, by preventing falling of powder from a surface of a porous concrete-based sound absorbing panel. SOLUTION: In this internal facing sound absorbing panel, the total volume of continuous pores for forming a pore having a diameter of 0.3 to 2 mm by connecting by a communicating hole having a diameter of 0.01 to 1 mm, occupies by 30% or more of the whole panel volume; and an indoor side surface of the porous concrete-based sound absorbing panel having bulk density of 250 to 400 kg/m<SP>3</SP>, is covered with a sheet-like surface material having gas permeability of 10 to 100 cm<SP>3</SP>/sec/cm<SP>2</SP>.
