PROBLEM TO BE SOLVED: To provide a paper feeding device capable of facilitating exchanges of a feeder roller and a recording device provided with the paper feeding device. SOLUTION: This paper feeding device has the feeder roller 30 for delivering loaded sheets, an elastically deformable roller holder 31 journaling the feeder roller 30 so as to be rotatingly driven, and a projection portion 37 which is disposed adjacent to an end portion of a rotating shaft 30a of the feeder roller 30 and moves in a roughly axial direction. The projection portion 37 is brought into pressure contact with one edge of the feeder roller 30, the other end side of the roller holder 31 is elastically deformed to be retreated, and the feeder roller 30 is fallen off the roller holder 31.
