PROBLEM TO BE SOLVED: To provide a curtain shape retaining body and a curtain capable of producing uniform waves using a flat curtain cloth having no top part pleats. SOLUTION: This curtain shape retaining body B is provided with a belt-shaped body 20 reinforcing the upper edge of the flat curtain cloth 10 and shape retaining plates 60 having curved-shape and elasticity; and the belt-shaped body 20 is alternately provided with curtain hook attachment parts 30 for attaching curtain hooks 50 and plate storage parts 40 for storing the shape retaining plates 60. The belt-shaped body 20 is attached by being sewn along the upper edge of the flat curtain cloth 10, and at the attachment position, the upper edge of the flat curtain cloth 10 is made to follow the shapes of the shape retaining plates 60.
