PROBLEM TO BE SOLVED: To solve a problem wherein, when a player get no sign of a big win at all despite of continuing a game for a long period of time, the game becomes a monotonous operation to accumulate frustration of the player. SOLUTION: A special symbol random number acquisition means 112, when a game ball falls in a start hole 62, produces a random number. A special symbol random number retaining means 114 stores the random number. A first special game shift lottery means 116 picks up a single stored random number and executes a first special game shift lottery for determining whether or not shifting the game state to a special game state advantageous for the player based on the random number. A second special game shift lottery means 118, when the special symbol random number retaining means 114 stores a plurality of random numbers, picks up a number of random numbers less than the number stored therein and executes a second special game shift lottery for determining whether or not shifting the game state to a special game. A win/failure probability setting means 120 changes a probability at which a second special game shift lottery executing means becomes a win according to the number of random numbers to be picked up.
