<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image processing method capable of performing correction processing of image deterioration without requiring a mechanical added mechanism. <P>SOLUTION: When an image region judging means 403 judges that a contaminated region detected by a contaminated region detecting means 404 is a character region, edge emphasis is suppressed by an edge emphasis means 409 for this contaminated region. This can suppress image emphasis of an image for the contaminated region on a reading glass which causes image deterioration.
