<P>PROBLEM TO BE SOLVED: To provide a thinner, highly reliable, easy-to-manufacture, and cost-effective piezoelectric vibrator that is used as a piezoelectric vibrator for a diaphragm, and to provide its manufacturing method. <P>SOLUTION: This piezoelectric vibrator is provided with a bimorph piezoelectric vibrating unit formed by joining piezoelectric ceramic plates 1a, 1b to a shim member 2 in such a way as to sandwich the shim member, and moistureproofing sheets 3a, 3b that are joined on the outside surface of the ceramic plates 1a, 1b. By inserting core wires 5a, 5b, 5c, 5d of a flat cable 4 into the joined surfaces between the ceramic plates 1a, 1b and the shim member 2 and between the ceramic plates and the moistureproofing sheets 3a 3b, a lead is formed that takes out the electrodes of the ceramic plates 1a, 1b.
