PROBLEM TO BE SOLVED: To suppress deterioration of an image with re-encoding by reducing scale of a transcoder.

SOLUTION: An encoding parameter multiplexer 103 multiplexes a current encoding parameter and encoding parameters of a plurality of generations included in history information on video data supplied from a decoder 102, and outputs a result as a baseband digital video signal to an encoding parameter separator 105. The encoding parameter separator 105 selects an encoding parameter used for encoding, outputs it as a current encoding parameter to an encoder 106 and outputs the remaining encoding parameters of the plurality of generations to a history encoder 107. The encoder 106 encodes video data supplied from the encoding parameter separator 105 with the current encoding parameter to produce a bit stream, multiplexes and outputs user data wherein the encoding parameters of the plurality of generations supplied from the history encoder 107 are included in the bit stream as history information.
