摘要 <p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus which is capable of suitably controlling the amount of codes and of making various kinds of transmission rate correspond. <P>SOLUTION: A DCT circuit 12 executes discrete cosin conversion to a CIF image inputted from an input terminal 10 and a quantizer 14 executes quantizing process to the DCT coefficient. The masking process circuits 16A, 16B respectively execute the masking to the high-frequency part of an output of the quantizer 14 to 0 in accordance with the control signal from buffers 20A, 20B. When the amount of code increases in the buffers 20A and 20B, the masking part is extended toward the low-frequency side and amount of code decreases, the masking region is narrowed. Huffman encoders 18A, 18B execute Huffman coding to the output of the masking process circuits 16A, 16B, and the buffers 20A, 20B temporarily store train of code outputted from the Huffman encoders 18A, 18B and then output such a train of code to communication interfaces 22A, 22B in matching with the transmission rate of transmission paths 24A, 24B. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p>
