<p><P>PROBLEM TO BE SOLVED: To efficiently perform coding/decoding processing of subblocks, in which a code block is divided at a coefficient bit modeling section in a coding/decoding processor conforming to JPEG2000. <P>SOLUTION: A bit modeling processor conforming to JPEG2000 for searching for a bit to be processed in a path processed in sub-block units in which a code block is divided into a plurality of portions for coding or decoding processing, information on whether there exists a bit to be processed in a Magnitude refinement path or a Clean up path executed after that in the sub-block during the processing of a Significance propagation path to one sub-block is generated and stored.
