MOVING PICTURE CODER, MOVING PICTURE CODING METHOD, PROGRAM, RECORDING MEDIUM, IMAGE PROCESSING APPARATUS, AND IMAGE PROCESSING SYSTEM

PROBLEM TO BE SOLVED: To provide a moving picture coder for detecting a shift amount usable by an image processing apparatus for composing images and using a motion vector on the basis of the shift amount, so as to code a moving picture.

SOLUTION: The moving picture coder generates coded data provided to an image processing apparatus using a plurality of frame images composing a moving picture so as to apply processing with respect to a deviation between frame images includes: a shift amount detection means that detects a deviation of a position of the noted frame images between the two frame images among the plurality of frame images; a motion vector calculation means for converting the detected shift amount into a form of vector information, so as to calculate a motion vector used for the coding; and a coding means for generating the coded data in a form capable of extracting the motion vector at the image processing apparatus side.
