VIDEO SIGNAL CONVERTER, CONVERTING METHOD AND VIDEO SIGNAL RECORDER EMPLOYING IT

PROBLEM TO BE SOLVED: To perform video signal conversion while suppressing deterioration in image quality even when the code amount of an input compression video signal varies abruptly by favorably following the variation.

SOLUTION: The video signal converter comprises a code amount analyzing section 102 acquiring a variation in the code amount of a first input video signal on a time axis, and an encoding section 1051 performing the compression encoding of the first video signal to generate a second video signal. At the time of compression-encoding the first video signal, the encoding section performs the optimal assignment control of code amount of the second video signal based on transition in a code amount at a future point on the time axis out of the code amount acquired at the code amount analyzing section.
