<p><P>PROBLEM TO BE SOLVED: To make a vehicle pass through an ETC exit gate if an ETC card is inserted in an on-vehicle device for ETC before the vehicle reaches the exit ETC gate, while the vehicle is allowed to pass through an entrance ETC gate even though the ETC card he carries is not inserted in the device for ETC. <P>SOLUTION: The card ID of an ETC card is preliminarily stored in the memory 60 of an on-vehicle device for ETC 100, and the card ID stored in the memory 60 is transmitted, at an entrance ETC gate, to an on-road machine provided at the entrance ETC gate to obtain the approval for passing through the entrance ETC gate.
