PROBLEM TO BE SOLVED: To provide a manufacturing method of an optical waveguide with simple processes and the refractive index of the obtained optical waveguide is easily controlled and to provide a high performance GI type optical waveguide produced by the manufacturing method. SOLUTION: The manufacturing method is provided for the optical waveguide which includes a core section 1 continuously formed and a clad section 2. The manufacturing method includes a mask step in which a single layer film 11, which includes photo-bleaching material, is held by a pair of mask members 12A and 12B, a first light irradiation step in which the single layer film 11 through the pair of mask members 12A and 12B is irradiated with light beams from two opposing directions, a peeling step in which the pair of mask members 12A and 12B are peeled off from the single layer film 11 and a second light irradiation step in which the single layer film 11 from which the pair of mask members 12A and 12B is peeled off is irradiated with light beams from the two directions.
