PROBLEM TO BE SOLVED: To realize an information collection system capable of collecting information on an authentic invested result, and flexibly coping with conditions (information collection timing, the selection/change of a viewer to be surveyed, and the like) desired by an investigation principal. SOLUTION: The broadcast means of a program provider broadcasts an information collection program for enabling an investigator to collect information on the viewer to be surveyed for a program to be surveyed, and adds at least one keycode for enabling the information collection program to be executed to the program to be surveyed for broadcasting. The reception means of the viewer to be surveyed executes the information collection program to the program to be surveyed only when the keycode is given from the investigator and the keycode coincides with that added to the program to be surveyed, and transmits the executed result of the information collection program to the investigator via an access network.
