PROBLEM TO BE SOLVED: To provide toner which prevents filming on a photoreceptor and can improve the cleanability of the photoreceptor by control of the free amount of an additive contained in the toner, and to provide an image forming apparatus capable of printing high quality images using the toner. SOLUTION: In the toner which develops electrostatic latent images in the image forming apparatus 20, comprises at least a binder resin and a colorant, and has an external additive added to a toner surface, when the toner is added to a surfactant-containing electrolytic solution and dispersed, the amount of free external additive liberated from the toner surface is 7-50%.
