PROBLEM TO BE SOLVED: To provide a technique by which high bio-availability and excellent absorbability into living bodies including their local parts can be exhibited by a method for administering through a mucous membrane, on medicines incapable of exhibiting their actions by an oral administration method or having defects such as absorbability or side effects, and additionally on medicines requiring improvements at the points of absorbability and side effects. SOLUTION: The subject medicine-sealed nano particle for transmucosa absorption comprises a core which has carboxyl groups on the surface and in which one or more of divalent metal salts, hydrophobic substances or saccharides are sealed. Especially, the core which has carboxyl groups on the surface comprises a biodegradable polymer such as lactic acid-glycolic acid copolymer (PLGA) or polylactic acid (PLA).
