Pellet forming agent (I), for toilet surfaces, comprises: tenside (A) (2-80 wt.%); perfume oil (B) (1-20 wt.%); and solid oleophilic and/or lipophilic plastic granulates or -powders (C) (0.1-15 wt.%) (whose solubility in water is less than 20 g/l at 20[deg]C and is essentially stable than (B)). An independent claim is also included for the preparation of (I).
