Multicast packets are provided to a multicast queue (18) and packets besides multicast packets are provided to queues (17a-17c), each of which is provided accordingly to each user terminal (4a-4f).The transmittable band of a queue (17a-17c) corresponding to a user terminal (4a-4f) that uses multicast is reduced in accordance with the amount of multicast traffic and the number of group members, of each multicast group, and thereby handled as if the queue (17a-17c) had consumed part of said guaranteed band.
