A stamper(208) for forming a data recording region on a recording medium substrate(12) by means of a transfer surface(212) thereof. The transfer surface (212) transfers a predetermined set of data to the recording medium substrate(12). The stamper(208) is fitted on at least one of metal molds(204), (206) that are arranged opposite one another for forming the recording medium substrate(12). The stamper(208) includes a stepped portion(214) formed as bends in the material of the stamper(208). The stepped portion(214) is configured to project from the transfer surface (212) toward the recording medium substrate(12).
