PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit for receiving a plurality of electronic mail transmission request from a high-order layer to produce a plurality of packets and transmitting the packets onto a network. SOLUTION: The semiconductor integrated circuit 1 is provided with: a data buffer 3 for storing a plurality of the electronic mail transmission request; a host interface circuit 2 for receiving a new electronic mail transmission request from a CPU 10 and writing the request to the data buffer 3 independently of whether a packet on the basis of the electronic mail transmission request received from the CPU 10 before then reaches a remote host when a free area exists in the data buffer 3; a control circuit 4 for generating a plurality of packets on the basis of a plurality of the electronic mail transmission request stored in the data buffer 3; a packet buffer 5 for storing the plurality of packets generated by the control circuit 4; and a LAN driver circuit 6 for transmitting the plurality of packets stored in the packet buffer 5 onto the network N.
