PROBLEM TO BE SOLVED: To provide a high-speed and simple method of establishing SA which ensures matching with FMIPv6 (Fast Handovers for Mobile IPv6). SOLUTION: In the method of establishing security association (SA), a mobile node (MN) 12 moves from the subnet of an PAR 14 of an access router (AR) during communication to the subnet of an NAR 16 of a new AR in conformity with the FMIPv6. In this method, in an predictive mode, the PAR 14 adds information associated with SA formation to HI (HandoverInitiate) for inquiring the propriety of usage of a new care of address (NCoA) of the MN12, and the PAR 14 transmits to the NAR 16 the HI to which the information associated with the SA formation is added.
