PROBLEM TO BE SOLVED: To provide a coding method including a pre-analysis phase 6 with pel-recursive type motion estimation and an actual coding phase with block matching motion estimation 11 for image blocks constituted by sub-blocks and to improve the coding method of an original image sequence from the standpoint of the cost and reliability. SOLUTION: A motion vector is selected for image sub-blocks on the basis of the motion vector calculated by matching blocks including sub-blocks, a motion vector calculated by a pel-recursive type estimate unit with respect to pixels / a pixel group belonging to the sub-blocks and the best partition of an image block into sub-blocks on the basis of the correlation calculations taking into account the motion vectors selected from the sub-blocks constituting a block.
