PROBLEM TO BE SOLVED: To optimize the operating cost of a membrane filtration treatment device by finding its optimum operating condition. SOLUTION: Current operation information 11 from the membrane filtration treatment device 10, and scheduled water quantity information 14 from an interface 13 are fetched, and recommended operation quantity information 18 of the membrane filtration treatment device and membrane treatment cost information 16 are calculated by a means 15 for calculating an operating quantity reducing a membrane filtration treatment cost. The calculation means 15 calculates a filtration flow rate per unit time with respect to a pressure difference Pf between membranes during filtration by using Ruth's model targeting maximum full flow filtration to find filtration power Wf consumed by a booster pump, and power consumption Wb of a back wash pump during back washing. Electric energy U required for obtaining actual filtration flow rate during one cycle comprising a filtration process and a back washing process is represented by∫Wf+∫Wb. The calculation means 15 has the optimum solution search algorithm for a filtration time, a back washing time, and the like using an electric charge as a performance index.
