PROBLEM TO BE SOLVED: To provide a resin-coated metal sheet having excellent weldability, corrosion resistance and workability, and also provide its manufacturing method. SOLUTION: A resin layer containing conductive particles is provided on the surface of a metal sheet for forming the resin-coated metal sheet which satisfies the expressions: 2.0≤t≤16 (1), 0.25t≤r≤2t (2), and SD=(d<SB>84</SB>-d<SB>16</SB>)/2≤0.8r (3), where t (μm) is the film thickness of the resin layer, r (μm) is a volume-average particle size of the conductive particles, d<SB>84</SB>(μm) is a particle size of the conductive particles at a cumulative percentage of 84% and d<SB>16</SB>(μm) is a particle size at a cumulative percentage of 16% in cumulative particle size distribution.
