PROBLEM TO BE SOLVED: To solve a problem in which an image within an image region designated for an object of privacy protection (hereinafter called as a protection region) cannot be confirmed even when ex-post confirmation of the image in the protection region is required because the image in the protection region has been replaced with another image. SOLUTION: The image protection apparatus is provided with: (a) a setting state judgment section for judging setting states relating to an image protection function; and (b) a protection processing section for selectively applying reversible coding to an image region designated in an input image when the protection function is effective to thereby convert the image of a corresponding part into an image in a state of confirmation difficulty. Thus, the image can be converted into an image whose confirmation is difficult by a third party and the image can be restored to the original when the ex-post confirmation of the image is required.
