PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor for which ESR can be reduced, and to provide its manufacturing method. SOLUTION: In the solid electrolytic capacitor 100, a dielectric layer 2 consisting of tantalum oxide, an electrolyte layer 3 consisting of polypyrrole, and a cathode 4 constituted of a carbon layer 4a and a metallization layer 4b containing silver particles, are formed so as to surround periphery of an anode 1 consisting of porosity sintered body of tantalum particles. A conductive adhesive layer 5 containing silver particles of flat profile and a cathode terminal 6 are formed on the upper surface of the periphery of the cathode 4. The silver particles of flat profile are arranged concentrically, as viewed from a direction that perpendicularly intersecting the lamination direction of the cathode 4, the conductive adhesive layer 5 and the cathode terminal 6. An anode terminal 7 is connected on the anode lead 1a of the anode 1. Mold coating resin 8 is formed on peripheries of the metallization layer 4b, the cathode terminal 6 and the anode terminal 7 so that ends of the cathode terminal 6 and the anode terminal 7 are pulled out to the outside.
