PROBLEM TO BE SOLVED: To provide a magnesium alloy comprising a large quantity of fine Mg<SB>2</SB>Si particles and having high rigidity and high strength even without being subjected to high temperature heating. SOLUTION: The magnesium-based composite powder to form into a starting raw material for producing an Mg<SB>2</SB>Si particle-dispersed magnesium-based composite material is provided with Mg-based powder 7 to form into the main component composing the base of the magnesium alloy, and Mg<SB>2</SB>Si particles stuck to the surface thereof via binders 9.
