PROBLEM TO BE SOLVED: To provide tacky paper having oxidation inhibiting/odor removal/deodorization/anti-static effects which are the effects of carbon powder, and weak body (low rigidity) capable of following even with fine grooves and further by selecting a paper substrate, capable of obtaining a displaying and decorating effect by printing. SOLUTION: This carbon-containing tacky paper obtained by installing a carbon powder-containing layer and an adhesive layer on the surface of the paper substrate one by one and making a contact with each other is provided with that the carbon powder-containing layer is a layer by using a polycarbonate-based water dispersion type polyurethane resin as a binder.
