<P>PROBLEM TO BE SOLVED: To allow a user to safely disclose a personal information database to persons other than himself or to organizations. <P>SOLUTION: A personal terminal 50 transmits to a relay server 40 a request to disclose the user's electronic chart information to a hospital D. The relay server 40 sets an authority to disclose the user's chart information to the first hospital D. The personal terminal 50 sends a notice to the first hospital's terminal 60 indicating that the authority has been set in the relay server 40. The first hospital's terminal 60 transmits to the relay server 40 the request to disclose the user's chart information. The relay server 40 transmits to a second hospital data server 10 the request to disclose the chart information. If the request to disclose the electronic chart information that has been transmitted from the relay server 40 is legitimate, the second hospital data server 10 transmits the electronic chart information to the relay server 40.
