PROBLEM TO BE SOLVED: To provide an accurate background image for recognizing accurately a moving object. SOLUTION: A histogram 26xy of picture element values is prepared as to corresponding picture elements (x, y) of time-serial images, and the picture element value Pb is not updated but maintained, when an absolute value of a difference between the mode Pm0 therein and the corresponding picture element value Pb is a prescribed value or more in the background image before updated. The histogram may be prepared excepting the picture element values in an area of the moving object. Camera deviation detection areas are set in three portions within an image frame, a frame image is compared with the background image to find a movement vector in each of the camera deviation detection areas, a parameter of a coordinate transformation expression for determining a shift of each part within an image caused by camera deviation is determined on the basis of the movement vector, and the background image is correlated relatively with the time-serial image, on the basis of the coordinate transformation expression.
