PROBLEM TO BE SOLVED: To cope with and deter illegal action accompanying taking-forgetting recovery to a change bill. SOLUTION: A person in charge decides presence/absence of the illegal action in time of the recovery later on by performing photography by a video camera when performing the taking-forgetting recovery to the change bill.
