PROBLEM TO BE SOLVED: To provide a piping setting device and method capable of optimally combining tubes. SOLUTION: The piping setting device is provided with an input means 10 for inputting a piping length of every system in construction, a tube data storage means 33 for previously storing a tube length and price relating to the tube for structuring the piping together with a piping part number, and a display means 40 for displaying data relating to the tube of a selection result. The piping setting method calculates combination of the tubes used in the construction from tube data stored in the tube data storage means 33 by using a processing means 20.
