PROBLEM TO BE SOLVED: To provide an apparatus for effectively promoting health, e.g. recovering from fatigue, by imparting a vibration from the sole of a human foot thereby activating circulation of blood flow, and for rehabilitating an aged person. SOLUTION: This apparatus is installed on a floor surface such that a user can place his/her sole of a foot on it, and comprises a unit 3 for generating a vibration having an amplitude in the vertical direction, and handrails 5 installed on the periphery of the vibration generator 3 allowing the user mounting on a base 13 thereof to grasp the handrails.
