<P>PROBLEM TO BE SOLVED: To provide an LED which emits white output light using a phosphor with high luminance efficiency and good optical output stability. <P>SOLUTION: In a device and a method for emitting output light, a IIA/IIB group selenide sulfur based phosphor material (118) is used so that at least one part of original light emitted from an optical source of the device is transformed into light with longer wavelength change optical spectral of output light. Thus, the device and the method are used so that white light can be outputted.
